Flood regulations & forms

Planning & Community Development serves as the community's floodplain management coordinator and administers the city's flood damage prevention ordinance. Frankfort is a Certified Rating System (CRS) Community - a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed the minimum National Flood Insurance Program (NFIP) requirements. Frankfort's CRS rating is Category A - saving property owners 10% on flood insurance premiums.

Construction within the floodplain - whether new or remodeling - requires special review to insure that properties meet the minimum requirements for structures located in this hazard area, protecting property owners and their neighbors. A Local Floodplain Development Permit is required as well as a Permit to Construct Across or Along a Stream, which are issued by the Commonwealth's Division of Water. When reviewing these permits, Flood Elevation Certificates are used to provide elevation information necessary to ensure compliance with community floodplain management ordinances. Elevation Certificates need to be certified by a licensed surveyor, engineer, or architect.
